Working in large corporate sector for several years and interacting with different quality experts, I realized that the process approach can be easily established in an organization by following below three steps. These steps will fulfill the Clause 4.1 of ISO 9001:2008. You have to concentrate on important processes for process measurement and no need to waste resources on unimportant processes.
1. Identification of Processes:
a) First of all identify what services an organization is providing.
b) Find out what processes are used to deliver those services. Prepare Process Flow Chart for the underlying processes.
c) Identify the desired output from the processes.
d) Who are the process owners of the underlying processes.
e) Prepare the criteria to measure those desired characteristics. There are five general perspectives on which the characteristics of the output shall be based.
i) Time; ii) Cost, iii) Customer/Stakeholder requirements, iv) Organizational Policies and v) Government Policies
f) Define targets for each criterion. These targets should be as far as possible in figures.
2. Measurement of Process Effectinvess:
a) Measure the actual result for each criterion.
b) Compare the actual with the respective target.
3. Discussion and action on Processes
a) Discuss the findings in periodic meetings and take actions on the actions to improve the processes.
b) Monitor the progress until actual is more than the target.
If above three steps are taken sincerely by each staff in an organization, it will certainly lead to establishment of "Process Approach Culture".
